Major Changes to Indonesian Tire SNI Certification and Affected Products

In July 2025, the Indonesian Ministry of Industry repealed Regulation No. 76/M-IND/PER/9/2015, which was replaced by Ministry of Industry Regulation No. 9 of 2025, “Regulations on the Mandatory Implementation of Indonesian National Standards for Tires.”

The core provisions of the new regulation include the adoption of five certification schemes for issuing SNI certificates, requiring an assessment of the production process, and mandating the implementation of the ISO 9001:2015 or International Automotive Task Force (IATF) 16949:2016 quality management system.

Philippines Issues Preliminary Determination on Safeguard Measures for Corrugating Medium

On August 1, 2025, the Philippine Department of Trade and Industry issued Administrative Order No. 25-11, making a preliminary affirmative determination on safeguard measures for corrugating medium. It recommended the implementation of temporary safeguard measures in the form of cash deposits for the subject products, with an amount of 3,438 Philippine pesos per ton, valid for 200 days.

The measure took effect on the date the Philippine Customs Bureau issued the Customs Memorandum Order (CMO)/Customs Memorandum Circular (CMC) (i.e., August 7, 2025).

Australia Issues New Regulations on Ethyl Acetate Fumigation for Bio-security Treatment

Australia Issues New Regulations on Ethyl Acetate Fumigation for Bio-security Treatment On August 5, 2025, the Australian Department of Agriculture, Fisheries, and Forestry (DAFF) issued Notice No. 258-2025, announcing new regulations on ethyl acetate fumigation for bio-security treatment. Key provisions include:

(1) Scope of application. Border-before bio-security treatment service providers and clients in the import and transportation industries—including freight forwarders, importers, and customs brokers associated with goods requiring ethyl acetate fumigation for import.

(2) Key changes to the new regulations. The combination of acetaldehyde (EF) and carbon dioxide (CO2) is a new bio-security treatment method targeting the brown marmorated stink bug (BMSB), effective from September 1, 2025.

Nicaragua plans to establish import plant quarantine requirements for radish and watermelon seeds originating from China

On July 16, 2025, the WTO website published a notification submitted by Nicaragua, stating that the Nicaraguan Institute for the Protection and Health of Agriculture and Livestock (IPSA) plans to issue decisions to establish import phytosanitary requirements for radish (Raphanus sativus) seeds originating from China and the Netherlands, and watermelon (Citrullus lanatus) seeds originating from China and Italy. The comment periods for both notifications will close on September 14, 2025.
