The Foreign Trade Secretariat of the Ministry of Development, Industry, Trade, and Services of Brazil issued its final ruling on the anti-dumping case involving phthalic anhydride from China on July 28, 2025.
On February 9, 2024, the Foreign Trade Secretariat of the Ministry of Development, Industry, Trade, and Services of Brazil issued Announcement No. 4 of 2024, stating that, in response to an application submitted by Brazilian domestic company Petrom Petroquímica Mogi das Cruzes S.A. on October 30, 2023, an anti-dumping investigation was initiated against phthalic anhydride originating from China.
On February 23, 2024, the Chamber of Commerce (CHINA CHAMBER OF COMMERCE OF METALS, MINERALS & CHEMICALS IMPORTERS & EXPORTERS, CCCMC) convened a defense meeting in Beijing for this case and organized enterprises to conduct an industry no-harm defense.
On July 5, 2024, Brazil issued an announcement, making an affirmative preliminary ruling on the anti-dumping investigation into phthalic anhydride originating from China, and recommended imposing a temporary anti-dumping duty of no more than six months on the relevant products from China, with a duty rate of USD 155.16 to USD 696.41 per ton.
Following the preliminary ruling, after joint defense efforts by the industry and enterprises organized by the Chamber of Commerce, the Brazilian investigating authority issued its final ruling on the case on July 28, 2025. Compared to the preliminary ruling rates, the final ruling rates for the enterprises were reduced: among them, the rate for Tangshan Xuyang Chemical Co., Ltd. decreased from USD 155.16 per ton in the preliminary ruling to USD 62.65 per ton.
The rate for Panjin Ruide Chemical Co., Ltd. decreased from USD 226.42 per ton in the preliminary ruling to USD 200.42 per ton.
The rate for other cooperating companies decreased from USD 190.79 per ton in the preliminary ruling to USD 167.93 per ton.
The final anti-dumping duty rates for each company are detailed in the table below. The final anti-dumping duty rates are valid for five years, effective from the date of publication (July 28, 2025).
